A former police lieutenant, Leutzinger spent much of his career coordinating emergency response efforts, building interagency strategies and leading teams through critical incidents. Now, he\u2019s helping students do the same by preparing them to manage complex emergencies with foresight, clarity and confidence.&nbsp;<\/p>\n\n\n\n<p>\u201cEmergency management isn\u2019t just about responding to disasters. It\u2019s about understanding systems, thinking critically and leading under pressure,\u201d Leutzinger says. \u201cThat\u2019s exactly what we\u2019re teaching at Pacific.\u201d<strong>&nbsp;<\/strong>&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Experience meets education\u00a0<\/h3>\n\n\n\n<p>Leutzinger\u2019s law enforcement career shaped his understanding of what effective emergency management really demands: strategic thinking, communication and the ability to coordinate across organizations. At Pacific, he helped shape the MEMS curriculum with that in mind.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Students gain both theoretical grounding and applied skills in areas such as hazard mitigation, public policy, crisis leadership and disaster science. The program is designed for professionals from a range of sectors\u2014public safety, health care, infrastructure and beyond\u2014who want to lead during times of disruption and uncertainty.&nbsp;<\/p>\n\n\n\n<p>\u201cOur goal is to graduate professionals who are ready to lead,\u201d says Leutzinger. \u201cWe\u2019re building a new generation of emergency managers who can handle today\u2019s complex challenges.\u201d<strong>&nbsp;<\/strong>&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Preparing for what\u2019s next\u00a0<\/h3>\n\n\n\n<p>The MEMS program emphasizes real-world applications. Students engage in systems analysis, leadership case studies, and scenario-based planning exercises that mirror the complexity of today\u2019s emergencies. Whether they\u2019re preparing for natural disasters, cybersecurity threats or large-scale public health events, graduates leave equipped to manage evolving risks and strengthen the resilience of their organizations and communities.&nbsp;<\/p>\n\n\n\n<p>For Leutzinger, the move into higher education is a continuation of public service. \u201cThis work is about more than earning a degree; it\u2019s about preparing others to serve,\u201d he says. \u201cEvery student who comes through the MEMS program will go on to make communities safer, stronger, and better prepared for the future.\u201d&nbsp;<\/p>\n\n\n<div class=\"wp-block-post-author\"><div class=\"wp-block-post-author__avatar\"><img data-recalc-dims=\"1\" alt='' src=\"https:\/\/i0.wp.com\/www.pacific.edu\/blog\/wp-content\/uploads\/2025\/04\/avatar_user_26_1743541871.jpg?resize=48%2C48&#038;ssl=1\" srcset='https:\/\/www.pacific.edu\/blog\/wp-content\/uploads\/2025\/04\/avatar_user_26_1743541871-96x96.jpg 2x' class='avatar avatar-48 photo' height=\"48\" width=\"48\" \/><\/div><div class=\"wp-block-post-author__content\"><p class=\"wp-block-post-author__name\">Darcy Leutzinger<\/p><p class=\"wp-block-post-author__bio\">Darcy Leutzinger is the director of the Master of Emergency Management Science program at University of the Pacific.
